It is called Pcore (pee-core)

Pcore, stands for "plastic core of recycled everything". It was developed by an 81- year-old serial inventor, who wishes to remain anonymous.

Pcore is made using a process for recycling unsorted, post-consumer plastic waste that had previously been classified as "nonrecyclable". As a result, Walmart & Target supplier, Ecotech  International is currently exploring manufacturing applications and distribution channels for this exciting new material.
